Secretary of State Marco Rubio arrived Sunday with an ultimatum from the White House for Panamanian President Jos\u00e9 Ra\u00fal Mulino: Either curtail China\u2019s presence around the Panama Canal or face an unspecified U.S. response.<\/span><\/p>\n

On his first overseas stop since taking office, Rubio toured the canal after talks at the country\u2019s presidential palace with Mulino, who has rejected President Trump\u2019s threats to take back the waterway as an affront to Panama\u2019s sovereignty.<\/p>\n

In a significant concession, Mulino afterward declared Panama wouldn\u2019t be renewing a 2017 infrastructure funding agreement with Beijing and offered \u201ctechnical-level\u201d talks to clarify Trump\u2019s doubts about Chinese control of the canal. He called the meeting with Rubio \u201cpositive\u201d and said he didn\u2019t think Trump\u2019s threats would continue.<\/p>\n

But even before Rubio departed the country, Trump appeared to double down on his threats to seize the canal, which the U.S. relinquished to Panama in 1999. \u201cWe\u2019re taking it back, or something very powerful is going to happen,\u201d he said, speaking to reporters at Joint Base Andrews outside Washington.<\/p>\n
