The Canada Border Services Agency (CBSA) initiated an investigation last November respecting the alleged circumvention from Vietnam of the Canadian International Trade Tribunal’s (CITT) finding issued in February respecting the dumping and subsidizing of container chassis from China.<\/p>\n
The investigation followed a complaint filed by a Canadian manufacturer. The complainant alleged that circumvention is occurring through assembly or completion of the goods in Vietnam, by means of insignificant process, using parts or components-that represent a major portion of the total cost of producing the like goods-originating in or exported from China.<\/p>\n
The investigation has now concluded and the CBSA has determined that imports of container chassis from Vietnam are not circumventing the CITT’s finding. Based on it’s analysis, the CBSA is of the opinion that although a change in the pattern of trade has occurred following the CITT’s finding, a prescribed (i.e. forbidden) activity is not occurring.<\/p>\n
