The U.S. Federal Maritime Commission (FMC) revision to detention and demurrage (D&D) rules came into force on May 28, introducing new requirements for billing, time frames and how to dispute unfair charges.<\/p>\n

A key provision determines that D&D invoices can only be issued to either the consignee \u2013 defined as \u201cthe ultimate recipient of the cargo\u201d \u2013 the person who contracted with the billing party to provide ocean transportation or storage of cargo, or the person for whose account this was provided.<\/p>\n

The FMC highlighted that \u201cbilling the proper party is an important part of the final rule.\u201d<\/p>\n
