The Canada Border Services Agency (CBSA) announced it has extended the preliminary phase of the investigation respecting the alleged injurious dumping of oil country tubular goods (OCTG) originating in or exported from Mexico and the Philippines, and originating in Türkiye and exported or produced by, or on behalf of, Borusan Mannesmann Boru Sanayi Ve Ticaret A.S. (Borusan), originating in South Korea and exported or produced by, or on behalf of, Hyundai Steel Company (Hyundai Steel), and originating in the United States Of America and exported or produced by, or on behalf of, Tenaris S.A.
Due to the complexity or novelty of the issues presented in the investigations, number of persons involved, and difficulty of obtaining satisfactory evidence, the period has been extended, from the usual 90 days, to 135 days.
The Canadian International Trade Tribunal determined in October that there is preliminary evidence that dumping has caused injury or is threatening to cause injury to Canadian industry. Provisional anti-dumping duties could be applied to the goods in question if CBSA confirms that they are the subject of dumping.
The decision to issue a preliminary determination or to terminate the investigation with respect to some or all of the goods will be made on or before December 22, 2025.
