CBSA initiates a dumping investigation on unarmoured building cables from China

The Canada Border Services Agency (CBSA) initiated investigations to determine whether unarmoured building cables from China are being sold at unfair prices in Canada (dumping) and/or are being subsidized. These practices can harm Canadian industries by undercutting prices, which undermines fair competition.

The CBSA’s investigations follow a complaint filed by a manufacturer in Quebec. The complainant alleges that as a result of an increase in the volume of the dumped and subsidized imports, they have suffered material injury in the form of price undercutting, price depression, lost sales, as well as adverse impacts on production, capacity utilization, market share, employment and financial performance.

In the next step of the investigations the Canadian International Trade Tribunal (CITT) will determine, by May 15, 2026, whether the imports are harming Canadian producers.

Concurrently, the CBSA will investigate whether the imports are being sold in Canada at unfair prices and/or are being subsidized, and will make a preliminary decision by June 15, 2026.

Provisional anti-dumping and countervailing duties could eventually apply to importations of the goods under investigation.
