CBSA initiates dumping/subsidizing investigations on certain molded fibre tableware from China

The Canada Border Services Agency (CBSA) initiated investigations to determine whether certain thermoformed molded fibre tableware is being sold at unfair prices in Canada (dumping) and/or is being subsidized. The investigations focus on imports from producers operating in or exporting from China.

The CBSA’s investigations follow a complaint filed by a Canadian manufacturer. The complainant alleges that as a result of an increase in the volume of the dumped imports, it has suffered material injury.

In the next step of the investigations the Canadian International Trade Tribunal (CITT) will determine, by December 15, 2025, whether the imports are harming Canadian industry.

Concurrently, the CBSA will investigate whether the imports are being sold in Canada at unfair prices and/or are being subsidized, and will make a preliminary decision by January 13, 2026.

Provisional anti-dumping/countervailing duties could eventually apply to importations of the goods under investigation.
