WCO publishes official Harmonized System changes to take effect in January 2028

The World Customs Organization (WCO) posted on its website the official version of changes to the Harmonized System (HS) nomenclature which will enter into force on January 1, 2028.

The modifications have been accepted by the all Contracting Parties to the Harmonized System Convention. The amended nomenclature will be named HS 2028. As the HS is the foundation of most countries’ customs tariffs, including Canada the United States and the European Union, the changes will have an impact on several international traders.

HS 2028 will be the eight version of the HS since the Convention entered into force in 1983. It will enter into force for all HS Contracting Parties.

The amendments comprise 299 sets of changes, resulting in a nomenclature of 1,229 headings and 5,852 subheadings. Compared with the HS 2022 edition, six new headings and 428 new subheadings have been created, while five headings and 172 subheadings have been deleted to reflect evolving trade patterns, technological progress and growing regulatory needs.
