CBSA finds dumping would resume if duties expired on steel piling pipe from China

On March 13, 2023, the Canadian International Trade Tribunal (CITT) initiated an expiry review of its order made in July 2018 concerning the dumping and subsidizing of certain steel piling pipe originating in or exported from China.

Following the Tribunal’s decision, the Canada Border Services Agency (CBSA) initiated an expiry review investigation to determine whether the expiry of the finding is likely to result in the continuation or resumption of dumping and/or subsidizing of the subject goods.

The CBSA’s expiry review investigation has now been completed and the Agency has determined that the expiry of the finding is likely to result in the continuation or resumption of dumping and/or subsidizing of such goods originating in or exported from China.

The CITT will now conduct an inquiry to determine whether the expiry of its finding is likely to result in injury to the Canadian industry, and will issue its decision by January 17, 2024.
