We would like to inform you of upcoming changes to Canada’s steel tariff-rate quota (TRQ) measures administered by Global Affairs Canada that may affect your steel imports.
Effective June 28, 2026, the TRQ program for certain steel products will enter Year 2, Quarter 1 under the amended surtax measures.
Key changes include:
- Adjustments to quota volumes for several steel product categories.
- Changes affecting imports from non-FTA countries and from FTA partners other than the United States and Mexico, as outlined in Tables 1 and 2 of Section 3.3 of the Notice.
- The amended measures will also reassign certain tariff classification numbers from the Hot-Rolled Sheet product class to the Cold-Rolled Sheet product class, with corresponding volume adjustments.
- Updated quota volumes and administration procedures under Notice to Importers: Item 82 – Steel Goods – Serial No. 1163.
Imports exceeding applicable quota volumes or country allocation limits remain subject to the 50% surtax under the amended surtax measures.
Import permit applications for shipments expected to enter Canada on or after June 28, 2026, may be submitted beginning June 13, 2026.
What this means for importers:
- Review upcoming steel shipments arriving on or after June 28, 2026.
- Ensure permit applications are submitted in a timely manner to secure available quota access where required.
- Be aware that quota availability may differ from previous quarters due to the volume adjustments.
