On September 9, 2024, China’s Ministry of Commerce formally issued a Notice of Initiation of an anti-dumping investigation into imports of Canadian canola seed.
This is the first step of the investigation which, according to the notice, will cover a dumping investigation period from January 1, 2023, to December 31, 2023, and an industry injury investigation period from January 1, 2021, to December 31, 2023.
The Chinese Ministry has indicated that the investigation is self-initiated by the Ministry and is not at the request of domestic industry. Additionally, the Ministry has identified a number of exporters which are in-scope for the investigation.
China is Canada’s largest canola seed destination, with over 4.5 million tonnes worth CA$3.8B exported in 2023.
China’s announcement follows the Government of Canada’s notice that it will implement a 100 per cent surtax on all Chinese-made electric vehicles, effective October 1, 2024. Canada is also looking into possible additional duties on several types of Chines imports.
